With this powerful reminder, Schools Division Superintendent Atty. Donato D. Balderas, Jr. opened the Special Meeting for School Principal IV Applicants under the Expanded Career Progression (ECP) held on July 14, 2026, at the SDOIN Teachers Lounge.
The activity formally introduced the Commitment to Principalship, a Division initiative that seeks to ensure that aspiring School Principals in the ECP demonstrate instructional leadership and meaningful school improvement before assuming higher positions.
Rather than treating the initiative as additional burden, SDS Balderas emphasized it aims to develop school leaders whose daily practices result in meaningful improvements in their schools. He stressed that applicants should not undertake the initiative to impress the Division Office, but to earn the confidence of their stakeholders and become truly deserving of promotion. “We want to prove that ECP is not just a mass promotion of DepEd,” he emphasized.
SDS further shared that the initiative is intended to become part of the culture of the Schools Division Office of Ilocos Norte starting this year. He expressed the Division’s intention to extend the same commitment to School Principals who had previously been promoted to ensure that all school leaders in the division are on the same leadership track.
Meanwhile, Assistant Schools Division Superintendent Dr. Jo Eulie Mei T. Domingo presented the Leadership Competency Demonstration Guide, explaining that applicants shall implement leadership initiatives from August to December 2026, focusing on teacher development, learner development, learning environment, innovation, and instructional support. She described the initiative as a leadership “boot camp” that promotes habit formation, continuous improvement, and quality implementation rather than mere compliance.
Applicants were encouraged to strengthen instructional coaching, improve Learning Action Cell (LAC) sessions, prioritize Kindergarten learning environments, support research initiatives, and document authentic evidence of implementation. A Division validation team will likewise be formed to conduct school visits and provide technical assistance and assess leadership competencies of School Principal applicants.
