Those who worked with me in government know one thing.<\/p>\n
I rarely signed a memorandum without reading it carefully.<\/p>\n
Every memo that reached my desk would usually come back with something.<\/p>\n
An underlined sentence.<\/p>\n
A circled paragraph.<\/p>\n
A question on the margin.<\/p>\n
A correction.<\/p>\n
Sometimes several pages full of handwritten notes.<\/p>\n
I know many department heads found it frustrating.<\/p>\n
In fact, I think some of them dreaded seeing my handwriting on their documents.<\/p>\n
Then one day, a department head submitted a memorandum.<\/p>\n
I read it from beginning to end.<\/p>\n
I returned it without making a single mark.<\/p>\n
He looked relieved.<\/p>\n
Then I smiled and asked him,<\/p>\n
\u201cWho prepared this memo?\u201d<\/p>\n
He hesitated.<\/p>\n
It turned out someone else had written it.<\/p>\n
I told him,<\/p>\n
\u201cI knew it wasn\u2019t yours.\u201d<\/p>\n
We all laughed.<\/p>\n
From then on, my handwritten corrections became something of an inside joke.<\/p>\n
Some department heads would even say,<\/p>\n
\u201cKung daghan ug correction si Mayor, pasabot ana gi-review gyud niya.\u201d<\/p>\n
Looking back, I realize it was never about finding mistakes.<\/p>\n
It was about helping people improve.<\/p>\n
Because every document represented the work of government.<\/p>\n
And the work of government deserved our very best.<\/p>\n
Leadership is not about demanding perfection.<\/p>\n
It is about helping people become better than they were yesterday.<\/p>\n
Years later, many of those department heads would tell me that those handwritten notes made them better writers, better managers, and better public servants.<\/p>\n
If that is true, then every minute spent reviewing those memos was time well spent.<\/p>\n
